Letter (60): These actions were directed towards the government whose territory was in the passage of the army

From the servant of God, Ali Ameerul Momineen, peace be upon him, to the tax collectors and officials of the cities through whose territory the army will pass. Later, praise be to God, let it be known that I have sent some troops which, if God wills, will soon cross your territory. I have instructed them to do what is required of them by Allah, that they should not persecute anyone and should not cause pain to anyone. If any one of them does anything other than that which he does not see, then you should punish him for it. But you should also restrain the hands of your superiors so that they do not touch them and do not assault them in what We have permitted. I will fix it with the help of Allah.
