You should know that the duties assigned to you are few and their reward is high. He who has been punished by God with cruelty does not fear the punishment whenever the reward of avoiding it is such that there is no excuse for being undemanding. And act patiently on their wishes and because you are the treasurer of the subjects, the representative of the Ummah and the messenger of the Supreme Authority. And do not touch the property of a Muslim or a dhimmi unless he has a horse or a weapon that is going to be used against Islam, because it is not appropriate for a Muslim to allow it to remain in the hands of the enemies of Islam, which will become a cause of domination over the Muslims. Let him complete it. Because Allah subhanahu wa ta'ala, in return for his favors, has desired from us and from you that we should support him with gratitude and strength, and our strength and power is also from Allah.
