You should know that Basra is the place where Satan descends and raises his head. Make the inhabitants of this place happy with good behavior, and loosen the knots of fear from their hearts. I have been informed that you treat Bani Tamim harshly, and are strict with them. Bani Tamim are such that whenever one of their stars sinks, another one rises in its place, and no one in Jahiliyyah and Islam could compete with them. And then they also have a relationship of kinship and affection with us that if we take care of it, we will get reward and if we don't take care of it, we will remain sinful. See Ibn Abbas! May God have mercy on you. (Regarding the subjects) Do not be hasty in the good and evil that is going to happen with your hand and tongue. Because we both share this (responsibility) equally. You should not be proved according to the good faith that I have towards you and my opinion about you should not be proved wrong. Peace be upon you
