Sermon (129): On the Reason for Accepting Caliphate and the Qualities of a Ruler

O you with separate natures and scattered hearts and minds, whose bodies are present and intellects are lost! I want to bring you to truth with gentleness and compassion, and you flare up from it like sheep and goats from a lion's roar. How difficult it is that I should manifest the hidden justice with your support, or straighten the crookedness created in truth. O Allah! You know well that whatever appeared from us (in the form of war and conflict) was not because we had desire for power and authority or seeking the wealth of the world, but it was so that we may return the signs of religion (to their place) and create the form of security and well-being in Your cities, so that Your oppressed servants may have no fear, and Your commands (may again) be applied that have been made useless. O Allah! I am the first person who turned to You and said 'Here I am' on hearing Your command, and no one preceded me in prayer except the Messenger of Allah. (O people!) It is known that for honor, blood, booty wealth, (enforcement of) commands, and leadership of Muslims, it is not appropriate in any way that there be a miser ruler, for his teeth will remain stuck on Muslims' wealth, nor an ignorant one, for he will mislead them due to his ignorance, nor a bad-tempered one, for he will keep causing harm with harshness, nor one who goes astray in wealth and property, for he will give to some and deprive others, nor one who takes bribes in judgment, for he will make others' rights void and will not take them to completion, nor one who makes the Sunnah useless, for he will destroy the ummah.
